Abel Guillén
Deputy Superintendent of Public Instruction

Abel Guillén is Deputy Superintendent of Public Instruction and leads the Operations and Administration Branch, which is comprised of the Fiscal & Administrative Services Division, Human Resources Division, School Facilities & Transportation Services Division, and School Fiscal Services Division.

Most recently, he served as the Chief Policy Officer and Executive Vice President at a consulting firm that helps California K-14 school districts finance the construction and modernization of public schools. In 20 years of work in school construction finance, Abel helped secure over $3.0 billion through bond financing measures and bond offerings to transform classrooms and provide students with the technology and tools they need to succeed in the 21st century.

Abel is passionate about delivering healthy, safe, and vibrant 21st century schools for California’s six million students. He previously served as an elected official on the Oakland City Council and the Peralta Community College District, serving 40,000 students in the East Bay.

The first in his family to graduate from college, Abel earned his Master of Public Policy from the Goldman School of Public Policy at UC Berkeley.
