California’s Department of Education, Energy Commission and Public Utilities Commission have collaborated on draft guidelines for schools hoping to access Prop 39 funds for energy projects.
The document, which is subject to public comment, underscores that energy efficiency projects are the first priority for Prop 39 support, with on-site generation an option only after facilities have “maximized cost-effective energy efficiency options.”
Projects receiving funds will require contracts that identify project specifications, costs, and projected energy savings, and will be subject to annual audits.
Update: While of interest, these guidelines are not longer being circulated due to the fact that they do not align well with the bill as signed. The CEC is providing its Prop 39 updates at this address.
