California First State to Adopt Low-Carbon Fuel Standard

The California Air Resources Board (ARB) has adopted a regulation to reduce carbon intensity in transportation fuels, making California the first state to adopt such a standard. The regulation implements Governor Schwarzenegger’s 2007 Executive Order creating a Low Carbon Fuel Standard for transportation fuels. The phased-in reduction will begin in 2011. The goal will be to reduce carbon by 10 percent by 2020. This will require compliance by fuel producers, and expected to increase the use of alternative fuels. An ARB analysis estimates that over 25 new biofuel facilities and 3,000 new jobs will be needed to produce the 1.5 billion gallons of biofuels that will be needed. “California’s first-in-the-world Low Carbon Fuel Standard will not only reduce global warming pollution – it will reward innovation, expand consumer choice and encourage the private investment we need to transform our energy infrastructure,” said the Governor.
