The primary goal of the 1986 California Beverage Container Recycling and
Litter Reduction Act was to achieve and maintain high recycling rates for
each beverage container type included in the program. While recycling at
home is well established, the Department of Conservation identified an
opportunity to bring recycling to the workplace where employees often
consume beverages in single-serve aluminum, glass and plastic containers.
The Recycling Starter Kit is available free of charge and paid for through
California Refund Value deposits that go unclaimed. The department built a
website to process orders for the kit and to educate the public about the
program. To date, nearly 40,000 Recycling Starter Kits have been
distributed statewide through this program to businesses, fitness centers,
restaurants, hospitals, schools and universities. This has resulted in the
collection and recycling of close to 114 million beverage containers. By
using the beverage container recycling as a platform, the Department of
Conservation is reinforcing a recycling ethic in the lives of Californians
and is also promoting environmental stewardship.
