Project: Implementing the California Green Building Initiative


Executive Order S-20-04, the Green Building Initiative, requires all state buildings to reduce grid-based electricity purchases 20 percent by 2015 from a 2003 baseline and design all new and renovated state buildings to LEED Silver standard. To meet the mandate, the department identified a DGS Green Action Team. The team defined and kick-started the green building effort throughout the department; brought together federal, state and local agencies, non-profits and commercial organizations to develop new ideas and funding models; increased the legislature’s and public’s awareness and support for green building; and identified cultural, financial, and organizational barriers to the adoption of green building and energy technologies.

To date, most state building energy use has been benchmarked, all new state construction is LEED Silver or better, and the department is on target to meet the mandate required by Executive Order S-20-24. DGS has effected a paradigm shift regarding the expenditure of billions of dollars for state construction and renovation projects, as well as spawning new ideas for the purchase and use of products and services.
