Margret J. Kim is Deputy Secretary & Special Counsel for Green Business Development and International Partnerships at the California Environmental Protection Agency. She also represents California at the International Carbon Action Partnership (ICAP). Previously, she served as Senior International Climate Policy Advisor and China Program Director to the Chair of the California Air Resources Board and Secretary of CalEPA; she was appointed by California Governor Davis to serve as Public Adviser to the California Energy Commission and prior to that, also served as Deputy Secretary and General Counsel to the California Resources Agency, a cabinet level agency with over 30 departments and boards responsible for natural resources. Before entering public service, Margret served as General Counsel and Executive VP to diverse multinational corporations and was a partner specializing in environmental law and international trade & investment.   

Currently serves as Advisory Board member of USC School of Policy, Planning, and Development at the State Capital Center; Steering Committee member of the World Affairs Council (Sacramento Chapter); Advisor to US-China Program of American Council on Renewable Energy. Previously served as Governing Council member of the American Bar Association’s Environment, Energy & Resources Section; Chair of the International Energy & Resources Transaction Committee; member of the Commission on Environmental Law of IUCN. She was a Fulbright Senior Specialist at Beijing University Law and visiting scholar at Tsinghua University School of Public Policy.

Margret earned a double LL.M. in Environmental Law and International & Comparative Law from George Washington University Law School, a Juris Doctor from Southwestern University School of Law, and a BA from the University of Southern California where she majored in International Relations and Political Science.
